Understanding Oktibbeha County Releases
“Released” does not identify one legal outcome. At the Oktibbeha County Jail, it may mean that a person posted bond, served the local term, received credit for time served, obtained a dismissal, or left under another court order. Probation can follow a court sentence without a state-prison stay. A transfer is different. Someone moved to the Mississippi Department of Corrections, another county, a federal custodian, or immigration custody has left the local jail but has not necessarily entered the community.
State records use still more terms. Parole is conditional release approved by the Mississippi State Parole Board. Earned Release Supervision, or ERS, places an eligible person outside prison while that person remains an inmate under MDOC jurisdiction. Full discharge means the sentence and supervision represented by MDOC have ended. A death can also close a custody record, but it is not an ordinary release. The event type decides which agency can supply proof.
| Exit event | What it means | Best confirmation |
|---|---|---|
| Bond or court order | County custody ends while a case may remain open | Jail release entry and court order |
| Time served | The local custody term or credited time ends | Release entry and sentence record |
| Parole or ERS | Physical prison custody ends, but supervision continues | MDOC and Parolee Search records |
| Full discharge | MDOC represents the sentence as complete | Discharge certificate or MDOC Records response |
| Transfer | Custody shifts to another agency | Sending and receiving agency records |
Oktibbeha County Release Record Fields
A reliable county release record is tied to one booking event. The public sheriff feed does not show a release date, release time, reason, authority, or transfer destination. Its removal signal must be joined to the jail’s own record, a VINE status event, or the court file. When requesting a record, give enough detail to distinguish people with similar names and to identify the booking at issue.
| Field to request | What it can establish |
|---|---|
| Full name and identifier | The person and booking matched by the custodian |
| Booking number, date, and time | The custody event tied to the release |
| Arresting or booking agency | Whether the matter began with the county, city, or another agency |
| Charges and bond information | The booked basis and any bond terms recorded by the jail |
| Release date and time | When the jail processed the custody exit |
| Release type and authority | The recorded disposition, court order, or agency basis |
| Destination or custodian | Whether the person transferred instead of returning to the community |
Not every field must exist in one system, and an exemption may limit disclosure. Ask the custodian to identify withheld items and the legal basis. A court disposition adds case number, bond orders, docket events, plea or verdict, sentence, credit for time served, dismissal, revocation, and later sealing or expungement orders. It may explain why custody ended without stating the exact door-out time.
Request Oktibbeha County Release Records
The sheriff has no published online release-record request portal, fixed release-sheet fee, or promised local turnaround. Direct a purpose-neutral written request to the Oktibbeha County Sheriff’s Office. The county also publishes a Public Records Request form, but a clerk form should be used only for records held by that office. The Circuit Clerk should not be assumed to possess the jail’s operational release sheet.
- Identify the person by full name and, if known, date of birth, inmate ID, or booking number.
- Give a useful booking or release date range and ask for the existing booking and release record.
- Name the fields needed, including release date, type, authority, destination, and booking photograph.
- Ask for electronic production and an itemized estimate before costs exceed a limit you choose.
- Request the nonexempt portion and the cited legal authority for any material withheld.

For a state-sentence record, MDOC requires a written request. Its public-record process may provide a nonexempt discharge certificate, discharge date, release type, sentence time sheet, or final location history when such records exist. MDOC policy lists a written response within seven working days and production within fourteen working days after request or payment unless more time is needed. That timetable and MDOC’s published charges apply to MDOC, not automatically to the county sheriff.
Laws on Oktibbeha County Release Records
The Mississippi Public Records Act, Miss. Code §§ 25-61-1 and following, supplies the general inspection and copying framework. Section 25-61-5 addresses access subject to exemptions and reasonable written procedures. If production cannot occur within seven working days, the public body must explain the delay in writing and estimate a date. Without mutual agreement, production generally may not exceed fourteen working days.
Section 25-61-7 permits reasonable charges for actual search, review, copying, and mailing costs, including advance payment. It does not set one statewide price for every jail record. Section 25-61-11 requires a denial to cite an exemption or other legal authority. Law-enforcement investigative details, youth records, medical data, victim information, security material, and protected identifiers may be restricted. Those limits do not turn every booking or release fact into a secret record.
Expunged Oktibbeha County Release Records
Mississippi expungement under Miss. Code § 99-19-71 depends on the offense, disposition, date, and applicable subsection. It is not universal, and it should not be described as automatic deletion from every operational system. A missing online case may reflect an expungement, but it may also reflect a name mismatch, the wrong court, portal limits, a sealed matter, or an indexing delay. Only the proper clerk or custodian can clarify the public-access status.
A stale booking image or old roster capture does not override a later court order. Nor does it prove present custody. When an expungement or access restriction is reported, seek the current court record and follow the clerk’s access instructions. No specific local retention term was found for Oktibbeha County jail release entries. Ask the Sheriff’s records custodian which retention rule applies when an older booking can no longer be found online.
Note: Online visibility and agency retention are different, so disappearance from a portal does not prove that the underlying record was destroyed.
Courts Explain Oktibbeha County Releases
Oktibbeha release research is court-specific. Starkville municipal prisoners can be housed in the county jail, so a city matter may require the sheriff’s physical release record plus Starkville Municipal Court’s legal disposition. Justice Court handles misdemeanors, initial appearances, preliminary hearings, and felony bond hearings within its jurisdiction. Circuit Court is the lasting source for felony prosecution, judgments, sentences, revocations, and later circuit orders.
The official Circuit Court page states that criminal records cover 1997 to the present. Its linked Delta Computer Systems portal uses subscription access and warns that online data can lag, omit information, and remain unofficial. Courthouse records control. The portal’s county field also matters because Oktibbeha shares the 16th Circuit Court District with Clay, Lowndes, and Noxubee Counties.
The official court path is shown on the Circuit Court source page below. It helps identify the right clerk, but the court record still must be paired with the jail record when an exact release time is needed.
A bond order, dismissal, sentence, or credit for time served can explain the legal basis. It does not always show when jail staff completed the physical release.
Find Oktibbeha County Released Inmates
Start by classifying the custody involved. A person booked by Oktibbeha County or Starkville can have a county-jail record even when the legal result belongs in Municipal, Justice, or Circuit Court. State prisoners and parolees belong in MDOC systems. Federal sentenced prisoners belong in the BOP locator. Federal pretrial custody may involve the U.S. Marshals Service, while immigration detention belongs in the ICE locator. No one search covers all paths.
- Check the official sheriff feed and treat a listed record only as current-custody evidence.
- Use the record’s status-change control or VINELink to watch one identified person.
- Ask the jail for the release date, time, type, authority, and any transfer destination.
- Check the court that controlled the bond, dismissal, sentence, or revocation.
- Search MDOC Inmate Search and Parolee Search if state custody is plausible.
- Use BOP or ICE only when federal or immigration facts support that branch.
- Request documentary proof when an online result does not answer the release question.
A focused account of the jail itself is available on the Oktibbeha County Jail release page. For state community supervision, the Oktibbeha County parole and probation page explains the separate parolee search and local office.
Oktibbeha Roster Is Not Releases
The official sheriff inmate feed showed names, booking dates, an image or placeholder, a charge control, and “Notify Me of Status Change” during the research review. Its VINE-linked data used the custody code IN. It did not expose release date, release time, release reason, releasing authority, transfer destination, or a rolling release window.
A no-match has several possible meanings. The person may have been released, transferred, moved to MDOC, indexed under another spelling, removed during maintenance, or omitted because of data lag. A person booked much earlier can remain listed while still in custody. Oktibbeha County does not publish a verified official 24-hour or 72-hour release feed, so the current roster must never be relabeled as one.
The official feed’s layout and status control can be reviewed at its source. The capture below shows why it serves current-custody checks rather than historical release proof.
Use the alert as a timely signal, then obtain the jail release sheet and the relevant court disposition for meaning.
MDOC Search for Oktibbeha Releases
The Mississippi Department of Corrections provides an Inmate Search by first name, last name, or MDOC ID. A result can show Entry Date, Location, Unit, sentence details, county of conviction, and the exact field “Tentative Release Date.” That date is prospective. It is not proof that a person left custody, and an Oktibbeha conviction does not show that the person was released from the current county jail.
| MDOC channel | Search fields | What it answers |
|---|---|---|
| Inmate Search | First name, last name, MDOC ID | State custody, sentence data, and tentative date |
| Parolee Search | Name, MDOC ID, city, county | Public parole supervision information where populated |
| MDOC Records | Written request with identifiers | Nonexempt discharge or sentence records when available |
Search the separate Parolee Search when physical release to parole may have occurred. A public parolee result can support community-supervision status, but it is not proof of full discharge. For final confirmation, request a discharge certificate or an official MDOC Records response. The MDOC search form image below comes from the state’s official search page and shows the limited inputs.
The state interface covers MDOC cases. A person released on local bond may never have an MDOC record at all.
Mixed Custody Changes Release Meaning
Official August 2025 county materials documented space for Starkville prisoners at the Oktibbeha County Jail and authorization for four to eight MDOC inmates in a sheriff trustee program. Later county packets discussed changes to the city arrangement, a prisoner custody policy, and joint-facility feasibility work. These records do not establish that a proposed new jail exists. They do show why the legal custodian must be checked for each person.
A Starkville municipal prisoner can leave the county building under a city-court result. An MDOC-linked trustee can disappear because the state moved that person. A county detainee can leave on bond or under a local order. In each case, the same visible roster change points to a different next record. Confirm the physical change with the jail, then follow the Municipal, Justice, Circuit, MDOC, or receiving-agency trail supported by the case.
Note: Local detention agreements were changing during the research period, so confirm the responsible custodian before sending a records request.
Oktibbeha Release Alerts and Transfers
VINELink is a person-specific notification layer for participating agencies. Oktibbeha’s feed identifies the Mississippi VINE environment and offers a status-change control. A reported “released” or “out of custody” event states what that agency entered. It may not distinguish bond, time served, dismissal, another hold, or transfer. Save the event details and ask the sheriff and court for the reason.
For a federal sentence, use the BOP Inmate Locator. A former federal inmate result may show “Released” and a date, but it remains a federal-system result, not an Oktibbeha release sheet. The ICE Online Detainee Locator covers certain current detainees and recent releases. If the jail record says “released to ICE,” that is a transfer out of county custody, not proof of community release. USMS pretrial custody requires a federal docket or agency contact because USMS offers no BOP-style historical public locator.
| System | Positive result means | No result means |
|---|---|---|
| Sheriff feed | Current Oktibbeha jail listing | Continue the search |
| Jail release record | Recorded exit details for one booking | Refine identifiers or ask about retention |
| MDOC | State custody, sentence, or parole data | Not proof of county or state discharge |
| BOP | Federal custody or released result as shown | Could involve another federal custody path |
| ICE | Covered ICE custody result | Not proof of release |
Travel After Oktibbeha County Release
SMART provides Starkville route planning and a live transit map. The reviewed sources did not promise a stop at the jail door, Sunday or holiday service, family waiting space, or pickup for a person leaving custody. Check the current SMART routes and live map after the actual release time is known. Ask the jail about the exit point and timing instead of planning around an assumed pickup spot.
State-prison practice is different. MDOC says a state-prison case manager can arrange a bus ticket to an in-state destination or nearest city when requested. That is an MDOC policy and must not be attributed to the Oktibbeha County Jail. A person transferred to MDOC, BOP, ICE, or another county follows the receiving custodian’s process, not a local community travel plan.
Oktibbeha County Jail Release Source
The Oktibbeha County Jail is the only public detention facility confirmed within the county through the official county, sheriff, and MDOC sources reviewed. It is operated by the Oktibbeha County Sheriff’s Office at 111 Dr. D.L. Conner Drive in Starkville. The main phone is 662-323-2421, and the official jail email is jail@sheriff.oktibbeha.ms.us.
There is no MDOC prison, regional correctional facility, federal prison, or ICE detention center identified in the county facility map. Federal and immigration systems remain valid exception paths when a matching record supports them, but they are not local facility pages. For any removal from the county roster, request the jail’s release detail and then use the agency or court that actually controlled the next step.
